"Décret de la Convention Nationale, du 9 avril 1793, concernant LES MESSAGERIES, LA POSTE AUX LETTRES LA POSTE AUX CHEVAUX." in 13 articles: Art. 5) La Poste aux Lettres, les Messageries la Poste aux chevaux seront, à compter du premier mai 1793, réunies sous une seule administration, spécialement chargée de la surveillance et du maintien de l'exécution des trois services. Art. 6) The Poste aux Lettres and the Messageries will be operated on a public service basis. The Poste aux chevaux (horse mail) service will be operated by auction at a discount. Art. 7) Poste aux Lettres, Messageries and Poste aux chevaux services will be provided exclusively by agents and employees of the Nation...".
