"The Minister of War will immediately give the necessary orders for the garrison of Mayence to be transported to post in the Vendée... The staff will be purged... Combustible materials of all kinds will be sent to set fire to the woods, coppices and brooms. Forests will be felled; brigands' lairs will be destroyed; crops will be cut; women and the elderly will be driven into the interior... As soon as supplies have been made, the army reorganized, and ready to march on the Vendée, the People's Representatives will consult with the administrations of neighboring departments to sound the tocsin in all the surrounding municipalities, and have citizens from the age of sixteen to sixty march on the rebels...
