BALLON. 1870. DÉPÊCHE TÉLÉGRAPHIQUE N°83 - Circular from TOURS, received in DUNKERQUE (59) on Dec. 2, 1870. "The Government delegation received today, Thursday December 1st, the news of a VICTORY won under the walls of PARIS during the days of November 28th, 29th and 30th. The news had been brought to Tours by the balloon "JULES FAVRE", which had landed near Belle-Isle-en-Mer. At four o'clock, M. GAMBETTA, member of the Government, confirmed the great and happy news in these terms: Dear fellow citizens, after 72 days of a Siege without example in the whole of history, devoted to preparing and organizing the forces of deliverance, PARIS has just thrown out of its walls, to break the circle of iron which embraces it, a numerous and valiant army... Our two great armies are marching to meet each other. Who could doubt the final outcome of this gigantic struggle? The Prussians can now measure the difference between a despot who fights to satisfy his whims and an armed people who do not want to perish... France and the Universe will never forget that it was PARIS which first set this example, taught this policy and thus founded its moral supremacy, remaining faithful to the heroic spirit of the Revolution.
