I can assure you that the complaints set out in the memorandum you have sent us are the subject of the greatest concern of the Budget Commission. The members of the Commission are extremely apprehensive about adopting measures harmful to the industrial and commercial interests of their country, and the extreme necessity of choosing between the proposed taxes, those which appear to be the least burdensome, in order to find the immense sum which the new upheavals in France have made indispensable to collect in full, is for this Commission a cruel stain... the most disastrous projects for the posterity of the Manufactures nationales will be discarded...".
