ESTABLISHMENT OF MUNICIPALITIES. “Proclamation of the King, Based on a Decree of the National Assembly, Concerning the Constitution of Municipalities,” December 28, 1789—Printed by GUEFFIER, 16 Rue Gît-le-Coeur, 24 pp., in-8°— (“Art. 1) The existing municipalities in every city, town, parish, and community, known as town halls, mayor’s offices, alderman’s offices, or councils, are hereby abolished and dissolved—Art. 3) The rights of presentation, appointment, or confirmation, and the rights to preside over or attend municipal assemblies—whether claimed or exercised as attached to the ownership of certain lands, to the offices of Provincial or City Commander, to bishoprics or archbishoprics, and generally under any other title whatsoever—are hereby abolished. - Art. 4) The head of any municipal body shall bear the title of Mayor.
