"TARIFF of the Quantity of Fine Silver grains contained in cash & silver materials in respect of their securities, to be used for the exchange of the said cash which will be brought back to the Mint, to be converted there into 15 & 30 Sub coins, & which, in accordance with Article V of the Law of July 28th 1791, must be exchanged without any deduction, for the same quantity of fine silver in manufactured currency.".
