- SEINE MARITIME. 1776. FISHING FOR HERRING. Antoine de SARTINE, Lieutenant General of Police from 1759 to 1774 then Minister of the Navy [1729-1801]. Letter signed "SARTINE", Versailles, December 23, 1776, to Mr THIRAT at FÉCAMP (76). 2 pages in-folio. "The Owners and Masters of Ships of the port of ST VALLERY EN CAUX (St Valéry en Caux 76), Sir, have sent me a memorandum by which they explain that THE FISHING OF HERRING having totally missed this season because of the quantity of sea dogs which have spread this year in the Channel, and have destroyed this fish, they have no other resource to compensate themselves for the expenses they have made in pure loss, than to continue it at the entrance of the Seyne River during the month of January next, during which time the salt necessary for their salting will be delivered to them by the Adjudicator of the general farms. According to this statement, it seems that they have already made arrangements with the Comptroller General on this last point, and that they are assured of his provisions on this subject, without which the permission they are requesting to continue fishing, if granted, would become useless. However, in the same memorandum, in requesting this freedom, they ask that orders be given to the farmers to supply them with the salt which they might need in this case. You will be kind enough to check whether they have really made any approaches to the Comptroller General and how successful they have been, the dispatch of the orders in question being from his department. You will let me know what will have resulted from the clarifications you will have made on this subject, and at the same time let me know if the reasons they give for obtaining permission to continue the said fishing after the last of this month are sufficient to be able to determine to propose to the King to derogate for this year from the defences laid down in this respect by several Council Orders, which moreover can only be done on the stro
