"The said de Mazarin and her farmers are forbidden to levy greater duties than those laid down in the Declaration of May 3, 1432, and only on the goods which are specifically mentioned therein, without including SUGARS under the general term of groceries, under penalty of restitution of the quadruple.... For this purpose new Pancards will be put in which the sum by water will remain fixed to the whole load of the boat; the load by ground to the load of a cart or a horse, & the fardel to a ball of goods large or small. "
