The declaration reads: "...Frenchmen, what do you hope for by attaching yourselves to the fate of the violators of all the Treaties; of a man without Title and without power; do you want to eternalize the war by following this Eagle fed, and always drunk with blood...". - followed by the Address of King LOUIS XVIII to the National Guards of the Kingdom of France, Ghent April 27, 1815: "...Brave National Guards, the Allies conceive your valor, I have guaranteed them your love for me."
