"OCTROI DE NAVIGATION" "The Prefect of the Aisne department BELAIS-COURMENIL... warns the public that the collection of the Octroi de Navigation will begin, in the 8th arrondissement, including the river AISNE, on the 1st Vendémiaire, at midnight; consequently, the Receiver of the first office established at SOISSONS, will collect for all upper navigation going downstream from Neufchâtel and Pontavert to Soissons, and for the same navigation, going upstream from Soissons to Pontavert and Neufchâtel...
