AUBE. (GENERAL MOBILIZATION) - Government of TOURS November 5, 1870: Minister of the Interior to the Prefects. "A Decree dated November 4 mobilizes all able-bodied men aged 21 to 40, married or widowed with children. Exemptions for breadwinners were abolished. The Republic adopts the children of citizens who have died in defense of the Fatherland. It will help needy families. The new Battalions will be organized by you; they will then come under the authority of the Minister of War.
