WAR OF 1870/71. MARSEILLE (13) March 2, 1871. PROCLAMATION by H. FOUQUIER Acting Prefect of Bouches-du-Rhône: "The National Assembly has ratified the preliminaries of peace. Germany demands from us one fifth of Lorraine with the City of METZ, Alsace minus the heroic fortress of BELFORT, a war indemnity of five billion and the occupation of part of the territory until this indemnity is paid! In return for these painful sacrifices. Paris will be freed from German occupation and our prisoners will be released.... It is the maintenance of the Republic that will avenge us of the demands of the German Empire. Let us be a free people... I am speaking to you, inhabitants of the Cité Marseillaise... Let us preserve order, for it is through order that the Republic lives.
