"Decree of the National Convention, dated April 9, 1793, concerning LES MESSAGERIES, LA POSTE AUX LETTRES et LA POSTE AUX CHEVAUX. 13 articles: Art. 5) La Poste aux Lettres, les Messageries et la Poste aux chevaux seront, à compter du premier mai 1793, réunies sous une seule et même administration, spécialement chargée de la surveillance et du maintien de l'exécution des trois services. Art. 6) The Poste aux Lettres and the Messageries will be operated on a self-governing basis. The Poste aux chevaux (horse mail) service will be operated under the terms of discount auctions. Art. 7) Poste aux Lettres, Messageries and Poste aux chevaux will be operated exclusively by agents and servants of the Nation...".
