MESSAGE FROM THE PRESIDENT OF THE REPUBLIC LOUIS-NAPOLÉON BONAPARTE ADDRESSED TO THE LEGISLATIVE NATIONAL ASSEMBLY in the Session of January 24, 1851 "Mr. President, public opinion, confident in the wisdom of the Assembly and the Government, has not been moved by the latest incidents. Nevertheless, France is beginning to suffer from a disagreement it deplores... The union of the two powers is essential to the country's repose; but, as the Constitution has made them independent, the only condition for this union is mutual trust... In order not to prolong a painful dissidence, I have agreed... to form a transitional Ministry, composed of special men, belonging to no fraction of the Assembly...
