Nevertheless, France is beginning to suffer from a disagreement it deplores... The union of the two powers is essential to the country's repose; but, as the Constitution has made them independent, the only condition for this union is mutual trust... In order not to prolong a painful dissidence, I have agreed... to form a transitional Ministry, composed of special men, belonging to no fraction of the Assembly...
