MOSELLE. City of METZ March 1, 1860: "HORSE FAIRS newly established in the City of METZ". Mayor Félix MARÉCHAL announces that by Imperial Decree of November 13, 1859, nine horse fairs have been established in the City of Metz, to be held each year... It will be held at Place MAZELLE for the first time on April 2 next. Merchants will find safety and protection there; they must be in possession of a patent and a certificate from the mayor of their commune stating that the horses are free from epizootic disease".
