Arrêté de la Municipalité de BESANÇON, séance du 17 Ventôse An 3 (7 Mars 1795), sur la circulation des blés : " Les Grains qui ont été amenés dans cette Commune, ou qui le seraient dans la suite, et qui n'auront pas été déclarés à leur entrée être destinés pour l'approvisionnement des particuliers d'une Municipalité étrangère, ne pourront en sortir. It is expressly recommended that the consignes at the gates mark exactly in their registers the destination of grain entering the town, and give the Conducteurs a duplicate of this record. The same gatekeepers are enjoined not to let any grain out. The Municipality invites, in the name of the public good, all citizens of this commune who have subsistence beyond their needs, to inform it of their surplus, so that it can designate to them the private individuals who lack it and who will pay them for the grain they receive, at the current market price...".
