Decree by POCHOLLE, “The Representative of the People, currently in MONTBRISON (42),” Issued at MONTBRISON on the 17th of Brumaire, Year 3 (Nov. 7, 1794): “Having been informed that a new form of social disorganization has just emerged in this district and appears to threaten the surrounding districts and departments.
