Louis SAY, Explorer. Louis Jean-Baptiste SAY (Nantes 1852 – Port-Say 1915) Naval Officer and Explorer. Son of Louis Octave SAY, the sugar refiner. He founded Port-Say in Algeria in 1915 – Autograph letter signed in Paris on February 14, 1883. 2 pages, in-8°: “Sir. Despite my keen desire to be of service to you, I regret to inform you that there has been an error in the newspapers. I was a member of Mr. ROUVIER’s Cabinet, specifically assigned to colonial affairs. I was appointed Lieutenant of the Navy, but I was not a member of Mr. BERLET’s Cabinet—he was the Under-Secretary of State for the Navy… Regarding the tobacco offices.
