LÉPINE, Brigadier General of Artillery - addressed to Citizen MICHAUD, Major General and Commander-in-Chief of the Army of the BAS-RHIN. - 2½ pages, in-4°: “General DORSNER has shared with me the plan—which you have approved—to cast 24-caliber guns weighing considerably less than those used thus far in the assault on fortifications, and has invited me to assist him in determining their dimensions and to oversee their casting and testing... But I will be deprived of this opportunity, since the Mayor of STRASBOURG has assured me that the law on the General Police of the Republic requires me to leave the city. It seems to me that this law makes no mention of retired generals... and a man who has faithfully served his country should not be under suspicion...”
