Count Louis de FONTANES (Niort, Deux-Sèvres, 1757–1821) Letter signed as Senator, Grand Master of the Imperial University, Count of the Empire (Imperial letterhead) - Paris, December 20, 1811 – Circular to the Bishop of SAINT FLOUR (CANTAL): “ Your Excellency, the University Council has decided that exemptions from examination fees and diploma fees for the Bachelor of Arts degree may be granted to students intending to enter the clergy, provided that their financial need has been verified. ” It requests that the various formalities be completed without delay for the indigent students admitted to his diocesan seminary since April 9, 1809.” 2 folio pages.
