Dominique HÉBRARD, Attorney at Law, alternate deputy for the Third Estate in the Estates-General of 1789, representing the Seneschalsy of TOULOUSE (Haute-Garonne), and admitted to sit there, on April 5, 1790; he became Secretary to the Constituent Assembly in 1791, then a judge at the court of Castel-Sarrazin. (Born in Glisolles, Tarn-et-Garonne) – Autograph letter signed HÉBRARD, Deputy, written from PARIS on September 21, 1790. 3 pages, in-8°: “Sir, I have paid the bill of exchange… You tell me you wish to purchase some ecclesiastical property (National Property) and are asking me for guidance. It is absolutely essential to submit three bids: to the district where the property is located, to the department, and here to the Committee on Alienation. You then have the property appraised by the district, and bidding begins based on that appraisal, which is almost always modest, since in nearly all sales that have taken place, the final price has exceeded the appraisal by a third. Once the formalities are completed, the Disposal Committee issues a decree declaring that a particular property has been sold to Mr. (...) for the sum of (…). Paris is sometimes abuzz with rumors, sometimes quiet, but the Constitution is steadily moving forward; the tax collection process, which we have only just begun, is the most troublesome part. The way in which the personal tax is to be levied does not sit well with Parisians; they find it too high, on the grounds that, since they do not own real property, they will have to pay more than they did based on their movable and commercial assets.
