SLAVERY. 2 LAWS: Law Concerning the Colonies, Decree of the National Assembly of September 24, 1791: Art. 1) The National Legislative Assembly shall rule exclusively, with the approval of the King (Louis XVI), on the external administration of the Colonies; Consequently, it shall enact: 1° Laws governing the commercial relations of the Colonies, those ensuring their commercial stability, and those ensuring their maintenance through the establishment of means of surveillance, prosecution, and adjudication… ” “Art. 3) Laws concerning the status of unfree persons and the political status of people of color and free Blacks, as well as regulations pertaining to the enforcement of these same laws, shall be enacted by the currently existing colonial assemblies and those that succeed them, shall be provisionally enforced with the approval of the Governors of the Colonies, for a period of one year for the Colonies of America and for a period of two years for the Colonies beyond the Cape of Good Hope, and shall be submitted directly to the King for his final approval… ” Printed in Rochefort (Charente-Maritime), 4 pages, in-4° format.
